Vintage brass flag pole holder.  This circular flag pole holder has a circular base with 3 fixing points.  This has been used, so has various marks and dinks (some might say it has character).

This would probably suit a wooden flag pole - a capable person could probably shape the bottom of their flag pole to suit the diameter of this fitting.
